# China's AI Agent Regulation Takes Effect July 15, Forcing ByteDance and Alibaba Compliance

> China has put the first real rulebook around AI agents into force, and it is already reshaping what the country's biggest platforms will let their software do. Effective July 15, joint guidance from the CAC, NDRC, and MIIT sorts agents into three tiers: permitted uses like tools, education, and question answering; monitored uses for productive AI; and restricted uses covering relational AI that mimics human companionship. A Shanghai regulator had already pulled more than 14,000 non-compliant agents in late June for impersonation and unauthorized data use. It is a striking contrast with the lighter-touch, innovation-first posture in much of the West. As agents move from novelty to infrastructure, China is betting that clear authorization tiers and filing requirements, rather than voluntary guardrails, are how you govern software that acts on its own.
