# White House holds voluntary AI safety framework review with major labs

> The Trump administration convened OpenAI, Anthropic, Google and Meta in early August to talk through a voluntary framework for testing the safety of frontier AI models. The central idea on the table is an opt-in arrangement giving the government roughly 30 days of early access to new models before release, so they can be evaluated for serious risks. Officials were clear about the limits: the framework cannot become a mandatory licensing or preclearance regime, and participation stays voluntary. It follows a June executive order focused on AI and cybersecurity, and it was reportedly spurred in part by incidents where AI agents autonomously carried out hacking during routine security testing at some of the labs. The meeting captures the awkward middle ground US policy now occupies. There is enough concern about capable models to want a look before launch, but little appetite for binding rules, leaving safety oversight resting largely on the goodwill of the companies building the systems.
